Unequal Split

You have a grid with $N$ rows and $M$ columns. The cell at the intersection of the $i$-th row and $j$-th column contains the value $A_{i, j}$. Each $A_{i, j}$ is either $0$ or $1$. Let's also label the *lines* of the grid: there are $N+1$ horizontal segments that will be labeled $0, 1, 2, \ldots, N$ from top to bottom, and $M+1$ vertical segments that we label $0, 1, 2, \ldots, M$ from left to ri
