Alan wants to decrypt as much data as he can. He has $N$rotors and $M$ units of electricity. For $X$ rotors to work, he has to provide $1$ $unit$ of electricity to his machine. His machine can use the rotors only in bundles of $X$. Once a rotor is used it can’t be used again. If there is no sufficient electricity, he can’t run the rotors.
