Chefland consists of $n$ cities numbered $1$, $2$, $\ldots n$. The cities numbered $1$, $2$, $\ldots k$ are special cities. For each unordered pair $i, j$, there exists a bidirectional road, destroying which has a cost of $w_{i, j}$.
