Chef Sticks

Hanzala has given Chef $M$ sticks of varying lengths. He wants Chef to arrange the sticks in such a way that the lengths of the sticks are in non-decreasing order. Chef can only swap two adjacent sticks. But Hanzala has put one more condition. The condition is that Chef can make up to $\frac {M(M - 1)}{2} - 1$ swap operations. If Chef requires more than $\frac {M(M - 1)}{2} - 1$ swap operations
