Harry and Statues

Harry has been given work to decorate Howard hall for upcoming Triwizard tournament. Howard hall has $N$ statues. He plans to use magic wire to decorate the statues such that all the statues are enclosed inside the magic wire. Since he needs to do it as fast as possible, so he should use minimum amount of magic wire to decorate the statues. Given coordinates (x,y) of statues, help him to id
